Professional Services Director

Fluor Mission Solutions Defense is currently seeking a Professional Services Director to support a Program Management Office (PMO) for our portfolio of government Professional Services contract vehicles with a priority on the U.S. General Services Administration’s (GSA’s) One Acquisition Solution for Integrated Services (OASIS). The Director will lead Program growth activities, drive contract compliance oversight, manage daily administration, and build relationships across Fluor business lines, with teaming partners, and with the Federal Government.

• Drive new business pursuits under the assigned portfolio contracts: Develop pipeline opportunities, Collaborate with Federal Services program office on continuously improving their program, develop client and federal solution program office relationships and opportunities
• Monitor and manage potential Task Orders (TO’s) on contract vehicles, assist Business Development and Sales (BD&S) with a capture strategy, including identification of partners
• Ensure compliance with terms of contracts, task orders, and with government and company policies, standards, and procedures. This includes timely and accurate contract status reports and deliverables
• Ensure that contract deliverables are submitted accurately and on-time, including technical or financial reports to the Government client
• Promote and market professional services capability internally and externally. Collaborate with BD&S and Marketing team in prospect nurturing, lead generation, content development, branding, event planning and contact management, and services contract promotion
• Lead and/or participate in Industry Panels/Shared Interest Groups (SIGs)/Industry committees, trade shows, conferences, etc.
• Act as one of two Contractor Key Personnel to represent Fluor as primary points-of-contact to resolve issues, perform administrative duties, and other functions that may arise relating to task orders solicited and awarded under OASIS, SEAPORT, GSA etc
• Advising and assisting current and potential professional services federal customers regarding the technical scope and the overall attributes of the Program
• Promoting customer use of the OASIS and other Professional Services contracts
• Being ultimately responsible for ensuring that all reporting information required under this program is provided accurately, thoroughly, and timely
• Being ultimately responsible for all performance issues related to Professional Technical Services and task orders awarded
• Ensuring at least one of the Key Personnel attends all OASIS UNR Program Management Review (PMR) Meeting and other OASIS UNR meetings as scheduled

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

• Bachelor’s Degree from an accredited university in a related field (i.e. engineering, business, contracting, etc.)
• 8+ years of Project Management experience
• Experience with Federal acquisition management and procurement with IDIQ vehicles and related Blanket Purchase Agreements and Federal Contracting Schedules
Experience with IDIQ management including IDIQ contractual and performance management
• Sales experience engaging in IDIQ and Task Order Business Development and Capture activities in the federal marketplace
• Demonstrated experience in solution development, building winning teams, capture strategy, competitive intelligence, strategic marketing & planning, customer relationship analysis, cost and pricing strategies and development
• Excellent writing, communication, presentation, and organizational skills
• Proficient in Microsoft Office suite of tools including SharePoint; aptitude for quickly learning related tool sets
Successful completion of a security background investigation
• Ability to obtain a TS/SCI clearance
• Current Passport / ability to travel to CONUS and OCONUS locations

Preferred Qualifications

• Active Project Management Professional (PMP) or Program Management Professional (PgMP) certification
Master’s Degree in Business Administration, Contracting, Project Management, or Information Technology
• Experience with specific IDIQ contract vehicles including GSA-OASIS, GSA-MAS, GCC-MAC
